                                                                    Sailing Instructions

 

1          RULES

 

1.1          The regatta will be governed by the rules as defined in the Racing Rules of Sailing and the GYA Regulations for Sanctioned Event.    

1.2          Any questions regarding these sailing instructions shall be submitted in writing to the regatta desk located _______________[CJ4]  and any answers will be posted on the official notice board.

2          ENTRIES

 

GYA General Member clubs may enter by issuing a proper challenge to               [CJ5]  Yacht Club on the appropriate GYA forms and shall comply with all GYA entry requirements for each race as altered herein. 

 

3          NOTICES TO COMPETITORS

 

Notices to competitors will be posted on the official notice board located                       [CJ6] .  At the end of each day of racing the race committee will post its docking time as well as any boats that it plans to score in other than a finishing position (flag “L” will NOT be displayed with this notice.)  Notices of hearings will be posted here within 20 minutes of the expiration of protest time in accordance with sailing instruction 19.3 (flag “L” will NOT be displayed with this notice.)

 

4          CHANGES TO SAILING INSTRUCTIONS

 

Any change to the sailing instructions will be posted before 1300 on ________[CJ7]  and before 0800 on _________[CJ8]  and September___[CJ9] , except that any change to the schedule of races will be posted before 2100 on the day before it will take effect unless there is unanimous consent of the team captains or their official representatives.

 

5          SIGNALS MADE ASHORE

 

5.1          Signals made ashore will be displayed at  ______________________________[CJ10] .

    

5.2          Flag “AP” with two _____[CJ11]  (one _____[CJ12]  when lowered) means “The race is postponed.  The warning signal for the next race will be made not less than _____[CJ13]  minutes after ‘AP’ is lowered.” This changes Race Signals AP.

   

5.3          Flag "B" fully hoisted with one ____[CJ14]  means ‘Protest Time has begun.’   When lowered halfway with one _____[CJ15] , it  means ‘There are less than 30 minutes remaining before Protest Time ends.’ When lowered with one ____[CJ16] , it  means  ‘Protest Time has ended.’

 


6          SCHEDULE OF RACES

The names of the skipper and crew for each race shall be submitted within the time limit specified by GYA Regulation 28.8.

      

7          CLASS FLAG

 

The GYA Burgee shall be used as the class flag.

 

8          RACING AREA

 

Attachment A shows the location of the racing area. (Attach copy of appropriate chart)[CJ17] 

 

9          CHECK IN

 

Prior to the warning signal for each race, each boat shall sail past the stern of the starboard end starting line boat and hail her sail number until acknowledged by the race committee.

 

10        THE COURSES

 

10.1       The diagrams below show the courses, including the approximate angles between legs, the order in which marks are to be passed, and the side on which each mark is to be left.  The identifying letter of the selected course (“O”, “W” or “G”) will be signaled from the race committee signal boat no later than the warning signal.  For course ‘W’ the number of laps shall also be displayed (e. g. W2 or W2˝).

 

 

10.2       Mark 3 will be set after the start and all boats have cleared the starting line and the line has been dismantled.  In the event of late starters this will be approximately 10 minutes after the starting signal.

 

10.3       The approximate compass bearing from the starting line to Mark 1 will be displayed from the race committee signal boat no later than the warning signal.

 

11        MARKS

  

11.1       Marks 1, 2 and 3 will be __________[CJ18] .

 

11.2       Offset Marks to be used as illustrated for Course “W” will be___________[CJ19] . 

                                                           

11.3       New marks as provided in instruction 15 will be _______[CJ20] .  When a new Mark 1 is set for Course “W”, a new offset Mark will also be set in accordance with instruction 11.2.

         

11.4       Gate Marks, when used in accordance with instruction 15.2, will be identical to the adjacent course mark.

 

11.5       Starting Marks at each end of the starting line will be race committee boats with the signal boat on the starboard end of the line..

 

12        THE START

     

12.1       Races will be started with signals made from a race committee signal boat located on the starboard end of the starting line.

 

12.2       The starting line will be between staffs displaying orange flags on two race committee boats.  These two boats shall rank as Starting Marks from the preparatory signal until the starting line  has been dismantled.

 

12.3       A boat starting later than 10 minutes after her starting signal will be scored Did Not Start. This changes rule A4.1

 

13        RECALLS

 

13.1       Individual recalls will be signaled in accordance with rule 29.1, and the race committee will endeavor to hail the boat’s sail number. 

 

13.2       The starboard end and port end race committee boats as well as any race committee boat have the authority to hail premature starters and those boats subject to rule 30.1.  Furthermore, these boats will endeavor to hail premature starters when they have completely returned to the pre-start side of the line except when flag "I" has been displayed.

 

13.3       These instructions change rule 29.1.

 

14        MARK BOATS

 

Mark boats will be stationed beyond each mark (except Offset Marks).  At the finish, the mark boat will be stationed beyond the finishing line.  When on station only, each mark boat will display an orange flag. Failure of a mark boat to be on station or to display her signal will not be grounds for redress. This changes rule 62.1(a).

 

15        CHANGE OF THE NEXT LEG OF THE COURSE

 

15.1       The Race Committee may change the next leg of the course in accordance with rule 33. On course “W”, course changes will be signaled near the offset mark or mark 3.  No change will be signaled at mark 1.

 

15.2       When the race committee boat displays flags "C" over "G" all boats shall pass through the gate formed by the nearby course mark and the adjacent gate mark, located approximately 30 yards to the right of the course mark, from the direction of the previous mark and then proceed to the next mark so that a string representing her wake, when drawn taut, as described in rule 28.1, will pass through the gate.  Rule 28.1 is changed to the extent necessary that compliance with this instruction satisfies the requirements of that rule.  This instruction supersedes instruction 10 to the extent there is a conflict.

 

16        THE FINISH

     

The finishing line will be between a staff displaying an orange flag on a race committee boat and the nearby mark.

 

17        PENALTY SYSTEM

    

               The Two Turns Penalty, rule 44.2 is changed as follows: "A boat that has completed a Two Turns penalty shall additionally inform the race committee finishing line boat upon finishing, or, if unable to finish, at the first reasonable opportunity, and shall include the sail number(s) or otherwise identify the other boat(s) involved in the incident.”  Failure to comply with this instruction shall nullify the two turns penalty.

 

18        TIME LIMITS

 

The time limit will be 2˝ hours. Boats failing to finish within one hour after the first boat sails the course and finishes will be scored Did Not Finish.  This changes rule 35 and A4.1.

 

19        PROTESTS & REQUESTS FOR REDRESS

 

19.1       Rule 61.1 (a) is changed by adding the following:  “A boat intending to file a protest shall additionally, inform the race committee finishing line boat upon finishing, or if unable to finish, at the first reasonable opportunity, of the sail number(s) or otherwise identify the protested boat(s), and receive an acknowledgment from the Race Committee.”   Failure to do so will make the protest invalid.

    

19.2       Protests and Requests for Redress shall be written on forms available at _______[CJ21]  and delivered there within Protest Time which will begin when the race committee signal boat docks at the end of the day's racing and flag "B", with one (1) _______[CJ22] , has been fully hoisted.  Protest time will end one hour later.

 

19.3       Notices will be posted within 20 minutes of the protest time limit to inform competitors where and when there is a hearing in which they are parties to a hearing or named as witnesses. Such posting shall constitute notice of hearing as required by rule 63.2.

 

19.4       Protests and Requests for Redress will be heard in approximately the order of receipt.

 

20        SCORING

 

20.1       The Low Point scoring system of rule A4 will apply with four races scheduled of which two shall be completed to constitute a series, except that each club's total score will be the sum of its scores for all races.

 

20.2       Ties will be decided in accordance with GYA Regulation 25.2.   This changes rule A8.

 

20.3       In the event one or more boats are delaying the completion of a race, the race committee may score the boat or boats points equal to their position.

 

21        PRIZES

 

               Prizes will be awarded as specified in the GYA Regulations for Sanctioned Events 27.1 and 30.9.

 

22        SAFETY REGULATIONS AND RESPONSIBILITY

 

22.1       Each competitor is solely responsible for his or her personal safety.  It shall be the sole responsibility of each boat to decide whether or not to start or to continue to race.  A boat which retires from a race shall notify the Race Committee before leaving the racing area, or if that is not possible, at the first reasonable opportunity.

 

22.2       On all boats it shall be the sole responsibility of the skipper and crew to determine when personal flotation devices will be worn.  Neither the _____________[CJ23]  Yacht Club nor the Race Committee assumes this responsibility, and no signals governing the wearing of life jackets or other such devices will be made. 

    

22.3       Competitors participate in the Lipton regatta entirely at their own risk. See rule 4, Decision to Race. The Gulf Yachting Association and the __________[CJ24]  Yacht Club will not accept any responsibility for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

   

22.4       In the interest of safety or to avoid unreasonable delays, the race committee, at its discretion and with concurrence of the judges, may order a capsized boat rescued and scored “Did not Finish”.
